This is a big question, and if you don't plan ahead, it can get very expensive.

The best way to find the best prices is to keep an eye on the DIY Umrah section of Islamic Travel.
Here's an example of when you might want to book:
I wrote a blog post about an inexpensive Umrah during Ramadan last year. If two people shared a room and a child went for free, it cost £800 per person. This might have been for 10 nights.
This blog post was written in October 2018!
I knew that when people read it, they would say, "Inshallah, I'll book one day" (which happened.)
By April 2019, when most people want to book Umrah for Ramadan, the prices per person for the SAME package had doubled or gone up even more.
The sad part was that the hotel was very flexible in October, and I had booked the same deal for myself. It could have been cancelled, and the flights could have been booked later or with a stopover to save money.
Because they didn't plan ahead, a lot of people paid more than they should have.
